Informasi yang pertama menyoal tentang pemeran General Black. Karakter ini sendiri adalah jenderal perang dari pasukan kejahatan, Gel-Shocker, yang sebelumnya muncul di serial Kamen Rider, Kamen Rider V3 dan juga Kamen Rider OOO&Den-O Let's Go Kamen Rider The Movie. Untuk film ini, karakter General Black akan diperankan oleh Nobuhiko Tanaka, yang diketahui sebagai mantan pegulat profesional di Jepang.

Sudah dikabarkan sebelumnya bahwa beberapa legend akan kembali berperan di film ini seperti Tetsuo Kurata sebagai Kotaro Minami/Kamen Rider Black, Kousei Amano sebagai Sakuya Tachibana/Kamen Rider Garren, Kento Handa sebagai Inui Takumi/Kamen Rider Faiz, dan Yuichi Nakamoto sebagai Sakurai Yuuto/Kamen Rider Zeronos. Film ini sendiri dipersiapkan untuk tayang perdana pada 21 Maret 2015 mendatang.
